What Tax Relief Services Actually Do

Tax relief services represent you before the IRS. That is the core of it.

A licensed enrolled agent or tax attorney files Form 2848 Power of Attorney and becomes your representative with the IRS. They speak directly to IRS agents, collection officers, and revenue officers on your behalf. You stop taking calls. They review your financial situation, identify which resolution program fits, prepare all required documentation, and submit the case according to IRS standards.

What a tax professional does is determine which program fits your financial picture, prepare the documentation the IRS requires, and present the case in a way that meets IRS acceptance criteria. Rejection costs you the application fee, months of time, and in some cases puts you in a worse position than before. See who qualifies for IRS tax relief programs for a full breakdown of eligibility by situation.

The IRS Programs That Exist — and Who Qualifies

Here is an honest breakdown of every resolution option and what it actually takes to qualify. For a broader overview of common IRS tax problems and how they escalate, that context is useful before choosing a path.

Settle for Less: Offer in Compromise

An Offer in Compromise (OIC) is a legal settlement with the IRS to pay less than the full balance owed. According to the IRS Data Book for FY2024, the IRS received 33,591 OIC applications and accepted 7,199 of them — an acceptance rate of 21.4%. The applications that succeed present an accurate and complete financial picture that genuinely demonstrates inability to pay.

The application fee is $205, waived for qualifying low-income taxpayers.

Structured Monthly Payments: IRS Installment Agreements

An Installment Agreement is a payment plan that stops active collection actions while you pay down the balance over time. In March 2025, the IRS simplified the process by removing the prior 72-month cap for individuals who owe under $50,000.

Pause Collections: Currently Not Collectible

Currently Not Collectible (CNC) status pauses IRS collections for taxpayers whose income does not cover basic living expenses after IRS-allowed deductions. It pauses collections. It does not eliminate the debt. See CNC vs. payment plan and how long Currently Not Collectible status lasts.

Reduce Penalties: Penalty Abatement

IRS Penalty Abatement removes or reduces penalties through two main routes. Starting with 2025 returns filed in 2026, the IRS applies First-Time Abatement automatically rather than requiring taxpayers to request it. Reasonable cause abatement applies when documented circumstances — serious illness, a death in the family, a natural disaster — prevented timely filing or payment.

Stop Levies and Garnishments

An IRS levy freezes bank accounts and seizes funds. If the IRS has frozen your bank account, see our IRS bank levy release page — the 21-day hold window is the key to stopping it. An IRS wage garnishment pulls directly from your paycheck without a court order. Learn more about how IRS wage garnishment works and what triggers it.

Tax Liens

A federal tax lien is a public record that attaches to your assets once a balance goes unpaid. Lenders, title companies, and real estate attorneys find liens in public record searches. They can block financing, prevent property sales, and complicate real estate closings. The major credit bureaus stopped reporting federal tax liens in 2018, so liens do not appear on credit reports. Omni can work toward lien discharge, subordination, or withdrawal under specific qualifying conditions.

Business Tax Issues and Trust Fund Exposure

When a business owes payroll taxes, the IRS can assess the Trust Fund Recovery Penalty directly against individuals deemed responsible. A business liability becomes a personal one. See our revenue officer guide for what to expect next.

Why You Cannot Always Just Call the IRS Yourself

This is the most common question, and it deserves a direct answer.

For simple situations, many people handle IRS issues on their own. If you owe a single tax year, the amount is under $10,000, and you need a basic Installment Agreement, the IRS online tools can get you there. If you have back taxes across multiple years or active collections, the picture changes.

The IRS calculates your ability to pay using national standard allowances, not your actual expenses. If you are paying $1,000 a month on a vehicle and the IRS national standard for your area allows $662, the IRS uses $662. A professional builds your financial presentation to those standards before submission, so the proposal reflects what the IRS will actually accept.

Revenue officer cases operate on a completely different track from standard collections. Once a revenue officer is assigned, everything moves through that specific agent.

Understanding Where You Are in the IRS Collections Timeline

The IRS collections process moves in stages, and each stage carries different options and urgency. Where you are right now determines what leverage you still have.

If you have received a CP503, CP504, or CP90 notice, the escalation sequence is already in progress. The LT11 or Letter 1058 is the Final Notice of Intent to Levy — it carries a 30-day window to request a Collection Due Process hearing. Missing that window removes a significant layer of protection.

If your bank account has already been levied, the 21-day hold is the window. Understanding the full range of IRS notices and letters and what each one triggers is the starting point for any resolution strategy.

How Omni Works

Step 1: Free Consultation

The first call costs nothing and carries no obligation. We review what you owe, which IRS notices and letters you have received, whether collections are active, and whether a revenue officer is involved. If we do not believe we can help you, we say so. See how Omni compares to other tax resolution firms.

Step 2: File Power of Attorney and Represent You

We file Form 2848 immediately and become your representative with the IRS. You stop taking IRS calls. We pull your transcripts and determine exactly what is owed, what years are involved, and what compliance requirements must be met before resolution can begin.

Step 3: Build the Financial Case

We pull your IRS transcripts, identify all tax years in question, and build a complete financial picture using Form 433-A or Form 433-F. For OIC cases, we calculate the offer amount using the IRS Reasonable Collection Potential formula. For Installment Agreement cases, we structure the payment to hold collections without overcommitting to a monthly amount that leads to future default.

What Separates Legitimate Tax Relief Firms from Bad Actors

The IRS publishes an annual Dirty Dozen list of tax scams. OIC mills — firms that push every client toward an Offer in Compromise regardless of qualification — appear on that list regularly. For a full breakdown of how to evaluate any firm, see our best tax relief companies guide.

Red flags: Upfront fees before any case review. Guaranteed settlement amounts. Sales representatives handling cases from first call to close. Pressure to sign immediately. Verbal-only agreements.

What legitimate firms do: Licensed enrolled agents review your case before any fees are collected. Written work agreements outline exactly what is covered. Realistic outcomes are presented honestly.

Omni is a retainer-based firm. Work is billed against the retainer at hourly rates. If the initial case review shows we cannot provide meaningful help, we say so before any money changes hands. Read our frequently asked questions for more on how Omni operates.

What Clients Say

★★★★★

"My business partner and I have both used Omni Tax Help to get ourselves out of sticky tax situations. We owed hundreds and thousands of dollars to the IRS and they were able to get us an Offer in Compromise that drastically reduced the amount of money we owed. I can't thank them enough for relieving the huge burden that once weighed on me, day and night. A special thanks to LaQuanna McDowell and her team for their excellent service."

— Verified Trustpilot Review

★★★★★

"Within 2 days of signing up for their assistance, Mary-Hannah was able to get our levy lifted and partial release of monies so we could survive. I had contacted another tax help company in May of 2022 and paid the initial investigation fee. Was told they needed a month to complete. Well, 2 months later, no word back and the levy was initiated by IRS and the associate wasn't answering my calls or emails. I spoke with Carmine for over an hour, and he was caring, compassionate, and knowledgeable."

— Terri, Trustpilot

★★★★★

"Omni Tax is the third company I used. The first took my money and did nothing. The second started off good, but then after years of no resolution I decided to hire Omni Tax. From day one, Lila and Erin from Omni were proactive and on top of my case."

— Verified Trustpilot Review

Omni maintains a 4.9 out of 5 rating on Trustpilot across more than 265 reviews, with 93% of reviewers giving five stars.

Frequently Asked Questions

What is a tax relief service?

A tax relief service represents you before the IRS. Licensed enrolled agents file Form 2848 Power of Attorney and speak directly to IRS agents on your behalf. The value is knowing which program fits your situation, how to present your financial picture so the IRS accepts it, and avoiding the mistakes that cause applications to be rejected.

Can I negotiate with the IRS myself?

Yes, and for simple situations, many people do. The calculation changes when collections are active, a revenue officer is assigned, multiple years are involved, or business taxes are in play. The IRS uses national standard expense allowances — not your actual expenses — to evaluate ability to pay.

What is an Offer in Compromise and does it actually work?

An Offer in Compromise is a legal settlement that allows you to pay less than the full balance owed. In FY2024, the IRS accepted 21.4% of OIC applications — 7,199 out of 33,591 submitted. The $205 application fee is non-refundable once processed. Omni evaluates OIC qualification honestly before recommending this path.

What is Currently Not Collectible status?

CNC is an IRS designation that pauses collection activity for taxpayers whose income does not cover basic living expenses after IRS-allowed deductions. It pauses collections. It does not eliminate the debt. Taxpayers in CNC status are also excluded from IRS passport certification.

What changed with IRS penalty abatement in 2026?

Starting with 2025 returns filed in 2026, the IRS now applies First-Time Abatement automatically. FTA applies to failure-to-file and failure-to-pay penalties. It does not apply to accuracy-related penalties, fraud penalties, or estimated tax penalties.

How quickly can a levy or garnishment be stopped?

Once the IRS approves a resolution, levy releases typically happen within days. The CP504 notice is the escalation point before levy action. The LT11 Final Notice carries a 30-day window. For bank levies, the 21-day hold window is the release opportunity.

How do tax liens affect my ability to sell or borrow against property?

A federal tax lien is a public record that attaches to your assets. Lenders, title companies, and real estate attorneys find liens in public record searches. They can block financing, prevent property sales, and surface at closing. The major credit bureaus stopped reporting federal tax liens in 2018, so they do not appear on credit reports. Omni can work toward lien discharge, subordination, or withdrawal under specific qualifying conditions.

Can IRS debt affect my passport?

Yes. For 2026, the seriously delinquent tax debt threshold is $66,000, adjusted annually for inflation. Getting into an approved resolution stops the certification. See can you get or renew a passport if you owe the IRS.

What causes tax debt, and does Omni judge you for it?

No. Tax debt is rarely intentional avoidance. It builds because real life intervenes — bad seasons, equipment failures, illness, bad advice from an accountant. Omni's intake call is not a judgment. It is a fact-finding process to figure out what options exist.

What if my OIC or resolution is rejected?

A rejected OIC can be appealed through the IRS Office of Appeals within 30 days. If an OIC is not viable, Installment Agreements, CNC status, or penalty abatement may still be available. Omni prepares cases with contingencies in mind.

Is Omni Tax Help legitimate?

Omni Tax Help has been in business for 20+ years. The firm's enrolled agents and tax experts are licensed under IRS Circular 230. The firm holds a 4.9 out of 5 rating on Trustpilot with more than 265 verified reviews. See our guide to evaluating tax relief companies — including the criteria we hold ourselves to.
